Switches a collateral lock between manual voting and the 40 Acres vote optimizer. The PortfolioManager forwards setVotingMode to the sender's portfolio account. In automatic mode the optimizer votes the lock for the pools expected to pay the most each epoch; manual mode keeps the lock's own votes, and the account accepts it only for a lock that voted through the account within the last epoch. It acts on the sending account's own portfolio, so standing alone the wallet sends it itself. Reach for it to hand a lock back to the optimizer after voting it by hand.
