Turns automatic top-up on or off for the sender's 40 Acres portfolio. The PortfolioManager forwards setTopUp to the sender's portfolio account. With top-up on, each epoch's rewards still pay the debt down and the account then borrows back up to its credit line, paying the new draw to its owner after the origination fee, so the loan works as a weekly income stream rather than paying itself off. It acts on the sending account's own portfolio, so standing alone the wallet sends it itself. Reach for it to switch between letting the loan amortize and drawing the line back out every week.
