Reads how much of an account's 40 Acres credit line its debt uses. getLTVRatio is the debt over the whole credit line the portfolio's locks support, in whole percent: zero with no debt, above one hundred when a cut to the market's rewards rate leaves the debt over the line. The loan never liquidates, so a high ratio only means rewards take longer to repay it and no more can be borrowed. Reach for it to pay down or add collateral once the ratio crosses a level, or to borrow again as rewards bring it down.
