Reads what an account's 40 Acres portfolio owes. getTotalDebt is the debt the portfolio's collateral manager books: every borrow at its full amount, less every payment, whether the owner paid it or the epoch's rewards did. It accrues no interest between them. Reach for it to size a payment, or to act once rewards have paid the loan down past a threshold.
