Withdraws an amount a Sablier stream has vested and pays it to an address. The Lockup checks the stream has vested at least that much beyond what it already paid out, transfers that amount of the stream's token to the address, and the action returns what the address received. Anyone may withdraw a stream to its recipient; only the recipient, or an operator it approved, may send the tokens anywhere else. Standing alone, a stream the wallet receives is withdrawn by the wallet sending the call itself. Beside other steps the Plug account makes the withdrawal: paying the wallet as anyone may, or paying the Plug account so the next steps can spend it, as the operator the wallet approves for the stream in the same confirmation. Reach for it to take a fixed slice of a vesting stream on a schedule and route it into a swap, a deposit or a transfer in the same run.
