Creates a Sablier stream that vests a deposit linearly from now over a duration. The Lockup takes the deposit from the sender and mints the stream's NFT to the recipient; the stream vests evenly second by second until the duration ends, and pays out nothing until the cliff has passed, when everything vested so far becomes withdrawable at once. A cancelable stream can be canceled by its sender, who gets back what has not vested. The stream's NFT transfers, so the recipient can hand it on. The action returns the stream's id. Standing alone, the wallet creates the stream and is its sender; beside other steps the Plug account is, funded by what the steps before it produce or by the wallet. Reach for it to pay a contributor, a grant or a vesting allocation over time on a schedule, every month streaming the next month's amount.
