Creates a Sablier stream that vests a deposit linearly between two dates. The Lockup takes the deposit from the sender and mints the stream's NFT to the recipient; the stream vests evenly second by second from the start to the end, and pays out nothing until the cliff date, when everything vested so far becomes withdrawable at once; a cliff of zero means none. A start in the past vests the elapsed share at once. A cancelable stream can be canceled by its sender, who gets back what has not vested, and the stream's NFT transfers. The action returns the stream's id. Standing alone, the wallet creates the stream and is its sender; beside other steps the Plug account is. Reach for it to lock a vesting schedule to calendar dates, such as a token allocation that starts at a launch and ends a year later.
