The recipient is whoever holds the stream's NFT now, which moves when a transferable stream is handed on; it reverts once the NFT has been burned. Reach for it to send a withdrawal to the stream's recipient whoever holds it, or to require the Plug account holds a stream before a plug withdraws from it.
