Returns a permanent Aerodrome lock to a normal one that unlocks after the maximum duration. The socket calls unlockPermanent on the VotingEscrow; the unlock is set four years out, rounded down to the weekly epoch, and the lock's voting power starts decaying. The lock must not have voted this epoch, so reset it first, and the escrow requires the socket to be approved for it. Reach for it as the first step of unwinding a permanent lock, then let it run down to withdraw.
