Turns an Aerodrome lock permanent, so its voting power stays at the full locked amount instead of decaying. The socket calls lockPermanent on the VotingEscrow. The escrow refuses an expired or already permanent lock and requires the socket to be approved for it. Reach for it to stop maintaining a lock's duration by hand, keeping its weight at maximum for as long as it stays permanent.
