Switches a veVIRTUAL lock between renewing and expiring. The veVIRTUAL contract finds the lock among the caller's own and flips its auto-renew, restarting its term at the contract's maximum from this moment either way: a renewing lock holds full voting power and cannot be withdrawn, and switching it off starts the maximum term it must run before a withdraw. A lock the wallet holds the wallet switches itself; one the Plug account holds is switched in the Plug account's program. Reach for it to begin an exit from a renewing lock, or to keep an expiring lock's full weight by switching renewal on.
