Reads the account an account's veVIRTUAL voting power is delegated to. The veVIRTUAL contract's delegates answers the delegatee, the zero address while the account never delegated, whose staked VIRTUAL then counts for nobody. Reach for it to delegate only when the power counts for the wrong account.
