Delegates the voting power of the caller's veVIRTUAL locks to an account. The veVIRTUAL contract counts every VIRTUAL the caller's locks hold, now and in every later lock, as votes of the delegatee until the caller delegates again; votes count only once delegated, to another account or to the caller itself. Standing as the plug's only write the wallet delegates its own power, unless only the Plug account holds a stake; beside other steps, such as a stake the Plug account opens, the Plug account delegates its own, so delegating to the wallet hands the wallet the Plug account's votes. Reach for it right after a stake the Plug account keeps, so its voting power counts for the wallet.
