Borrows an asset from its Moonwell market against the account's collateral. The comptroller values every market the account has entered at the oracle price and its collateral factor, and lends only while the account's borrows stay inside that liquidity and the market stays under its borrow cap; the debt then accrues at the market's borrow rate. It acts on the sending account's own position, so standing alone the wallet sends it itself. Reach for it after supplying and entering collateral, or to draw the asset a later swap or deposit needs, holding the account's liquidity above a floor with a read and a predicate.
