Reads the smallest amount of native ETH Rocket Pool's deposit pool will accept. The deposit settings are resolved from Rocket Storage and getMinimumDeposit returned at 18 decimals. The pool checks the staked value against it first and reverts below it. Reach for it to gate a stake whose size comes from a balance or a claim, so a run that would land under the floor branches away instead of reverting. It pairs with the deposit capacity read, which answers the ceiling.
