Reads an account's Kaito unstake cooldown: when it ends and how much KAITO waits behind it. The vault's cooldowns entry returns the timestamp from which a claim pays and the KAITO held in the aging pool for the account, at 18 decimals; both are zero while nothing cools down. Reach for it to gate claim from aging pool behind the cooldown's end with a predicate against the current timestamp, or to size what the claim will pay into the next step.
