Reads the maximum loan-to-value a Fluid vault allows a new borrow to reach. The vault resolver's collateral factor is returned in basis points and caps the debt the vault will lend against a position's collateral. Reach for it to compute borrowing capacity from a collateral amount and the vault's oracle price, or to size a borrow at a chosen fraction of the maximum.
