Reads the unstake cooldown length, in seconds, of the Ethena sUSDe vault. The vault's cooldownDuration is the wait between starting a cooldown and being able to unstake USDe. Ethena governance can change it, and a zero value means direct ERC-4626 withdrawals are open. Reach for it to compute when a cooldown started now will mature, storing the timestamp for a later run, or to branch on zero and withdraw directly instead of queueing.
