Reads the counter Seaport holds for an offerer. Every order an offerer signs commits to this value, and only orders signed under the current counter can be fulfilled. It changes only when the offerer increments it, which cancels everything signed before. Reach for it to detect that an account has cancelled all of its orders by comparing against a stored value, or to confirm a cancellation landed before relisting.
