Flips a boolean flag in the socket's global storage. The current committed value is read, negated, and written back; an unset flag becomes true. The flag persists across transactions and is visible to every plug the socket runs. Reach for it to alternate behaviour between runs, such as rebalancing in opposite directions on successive executions, without tracking the previous state yourself.
