It reads the caller's borrow and collateral amounts from that market position. It fires only after block time passes the market's expiry and confirms open debt exists. Done by hand, a flash loan taken before maturity or against a stale oracle price could withdraw too little collateral to repay it, reverting the transaction or leaving the position underwater.
