Returns the seconds since or until a timestamp, relative to block time. The chosen direction subtracts in that order from the current block timestamp, returning a duration. Reach for it to require a minimum interval has passed since a stored last-run time, to compute time to maturity for a rate calculation, or to scale an accrual by elapsed seconds.
